Kobe is a compact, pleasantly walkable city built between the Rokko Mountains and the harbour. Most major sights - the Kitano Ijinkan foreigner houses, Meriken Park, Nankinmachi Chinatown, and the Harborland shopping district - cluster within a short distance of central Sannomiya. That said, the city has excellent rail and bus networks for reaching neighbourhoods further afield and for connecting to Osaka, Kyoto, and Himeji.
Kobe City Subway
The Kobe Municipal Subway operates two lines relevant to visitors: the Seishin-Yamate Line (running east–west through the centre, serving Shin-Kobe and Sannomiya) and the Kaigan Line (connecting Sannomiya to Kobe-Minatojima via Minatomotomachi and Meriken Park area).
Key stops:
- Shin-Kobe - Shinkansen station, also connected to the Rokko ropeway trailhead
- Sannomiya - Main interchange for JR, Hanshin, Hankyu, and city buses
- Minatomotomachi - Closest subway stop to Kobe Harborland and the Mosaic shopping centre
- Shin-Nagata - Not a visitor destination but useful for westward transfers
Fares: ¥210–¥360 depending on distance (as of 2026). IC cards accepted at all turnstiles.

The Enjoy Eco Card is available on weekends and public holidays only. It includes the Kobe City Subway and some city bus routes. Purchase at any subway station ticket machine.
Port Liner
The Port Liner is an automated monorail connecting Sannomiya to Port Island, Kobe Airport, and Kobe Fashion Mart. It operates from approximately 06:00 to 24:00.
Key fares (as of 2026):
- Sannomiya to Kobe Airport: ¥340
- Sannomiya to Port Island North (Kobe Convention Centre): ¥250
IC cards are accepted on Port Liner. The airport journey takes approximately 18 minutes - considerably faster than any bus alternative.
Hanshin and Hankyu Electric Railways
For travel east towards Osaka, the Hanshin Electric Railway and Hankyu Railway are faster, cheaper, and more frequent than JR on most routes.
From Kobe-Sannomiya:

Both Hankyu and Hanshin accept all national IC cards. Note: Hankyu departs from Kobe-Sannomiya while Hanshin departs from Osaka Namba direction; the physical stations are directly connected underground.
JR Lines
JR serves Kobe from Sannomiya (called Kobe Station on JR, approximately 500m west of the main Sannomiya interchange) and from Shin-Kobe for Shinkansen services.

- JR Kobe Line to Osaka: 20–25 minutes, ¥420
City Loop Bus
The Kobe City Loop Bus is a tourist-oriented circular bus that links Sannomiya, Kitano Ijinkan (foreigner houses), Kobe Nunobiki Herb Garden ropeway, and Meriken Park. It runs clockwise and anti-clockwise from Sannomiya, roughly every 20–30 minutes from around 09:00 to 18:00.
Fare: ¥260 per ride (as of 2026), or ¥660 for a 1-day pass - worthwhile if you plan to hop between Kitano and Harborland multiple times. IC cards are accepted.
This bus is the most convenient way to reach Kitano without walking the steep hill from Sannomiya (about 15 minutes uphill on foot).
IC Cards
Any national IC card - Suica, Pasmo, ICOCA, Manaca - works across all transport in Kobe: subway, Port Liner, Hanshin, Hankyu, JR, and city buses. The local Kansai card is PiTaPa, but it functions identically to Suica/ICOCA for visitors paying per-ride. Top up at any station machine at Sannomiya or Shin-Kobe.
For staying connected while navigating, a Japanese SIM or pocket WiFi from Japan SIM is recommended - offline maps and IC card apps work well together.
Airport Connections
Kobe Airport (UKB): Port Liner from Sannomiya, 18 minutes, ¥340. Domestic flights only - primarily Skymark to Sapporo, Tokyo Haneda, and Okinawa.
Osaka Kansai International Airport (KIX): Most international travellers arrive here. Options from KIX to Kobe:
- Limousine Bus to Sannomiya: approximately 65 minutes, approximately ¥1,900 (as of 2026). Runs roughly every 30 minutes.
- Haruka + Shin-Kobe Shinkansen: Haruka to Shin-Osaka (50 min), then Shinkansen to Shin-Kobe (13 min) - faster but approximately ¥4,000+ without a JR Pass.
For fixed-price airport transfers with meet-and-greet service, Kiwitaxi serves both Kobe Airport and Kansai International Airport arrivals.
Osaka Itami Airport (ITM): Limousine bus to Sannomiya: approximately 40 minutes, approximately ¥1,060.
Taxis
Kobe taxis are metered and operate across the city.
Approximate fares (as of 2026):
- Flag fall: approximately ¥680–¥730 for the first 1.2km
- Sannomiya to Kitano Ijinkan: ¥700–¥900 (short hop - the City Loop bus is often quicker given traffic)
- Sannomiya to Kobe Harborland: ¥800–¥1,100
- Shin-Kobe to Sannomiya: ¥1,000–¥1,300
Rear doors open automatically. The GO app operates in Kobe for pre-booking with estimated fares. Late-night surcharge (22:00–05:00): +20%.
Cycling
Kobe’s terrain is divided - the harbour waterfront and Meriken Park area are flat and pleasant by bicycle, while Kitano and routes towards Rokko climb steeply. Most visitors use bikes for the harbour promenade rather than as a primary transport mode.
The Docomo Bike Share system operates docked stations around Sannomiya, Harborland, and Port Island. Rates from approximately ¥165 per 30 minutes. Rental shops near Sannomiya offer city bikes from approximately ¥1,000 per day.
